Lower Costs and Tax Cuts Blueprint
If working hard still meant getting ahead, New Hampshire families wouldn’t be struggling to afford everyday life. But today costs are skyrocketing, and too many families are being forced to make impossible choices — between filling a prescription or buying groceries, between securing child care or paying the electric bill — because of Donald Trump’s broken economy.
That’s why Chris Pappas for Senate has released its Tax Cuts and Lower Costs Blueprint — a plan to tackle the most pressing economic issues facing people in New Hampshire right now, from lowering utility costs for families to making housing more affordable.
Chris is taking on the big fights against the Trump Administration and corporate special interests that are raking in profits at the expense of hardworking families who are struggling to make ends meet. Learn more about the plan below:
Lowering Energy Costs
Chris believes that Granite Staters should not have to worry about how they can afford to heat their homes, turn their lights on, or fill up their gas tanks. That’s why he’s fighting to lower energy costs for New Hampshire families by cutting energy taxes, protecting heating assistance programs like LIHEAP, lowering utility bills for veterans and military families, and defending clean energy tax credits that reduce costs, promote sustainability, and create jobs. He’s taking on Big Oil and standing up to the Trump Administration’s damaging policies that would raise heating, gas, and electricity costs. He’s also leading efforts with Senator Mark Kelly to suspend the federal gas tax and provide relief to Granite Staters at the pump. Read Chris’s full plan to lower energy costs.
What Granite Staters Are Saying
Julia Phillips, Webster: “From heating oil and electricity, energy bills are squeezing household budgets across New Hampshire, especially in rural communities. That’s why Congressman Pappas’s recently announced Energy Burden Tax Credit Act matters. This bill would deliver meaningful relief to working families who are spending an outsized share of their income just to power their homes.” (Concord Monitor, 2/3/26)
Bob King, Keene: “Pappas is fighting to improve energy transmission to reduce grid congestion, and working to keep utility bills down for veterans and military families. For the long term, Pappas knows we need to increase energy efficiency and clean energy production to lower costs and protect our environment.” (Keene Sentinel, 2/3/26)
State Representative Patty Cornell, Manchester: “We don’t need another out of touch politician [like Sununu] in the Senate. We need someone focused on lowering costs, taking on corporate price gouging, and putting New Hampshire first. Chris Pappas has done that in Congress, and he’ll do it in the Senate. That’s why I’m proud to support his campaign.” (Manchester Ink Link, 3/26/26)
Making Health Care More Affordable
Chris knows that our health care system is rigged against working families. That’s why he’s fighting to lower health care costs by taking on Big Pharma and insurance companies that put profits ahead of patients. He helped cap insulin costs and allow Medicare to negotiate lower drug prices, and is working to protect coverage by strengthening the Affordable Care Act and defending Medicare and Medicaid from reckless Republican cuts. Chris is also fighting to expand access to telehealth, cut red tape for small businesses and families seeking coverage, and ensure veterans receive the care they’ve earned. What Granite Staters Are Saying
Dr. Thomas M. Sherman, Rye: “[Chris] has a record of working alongside New Hampshire leaders to expand access to care, including the effort that made Medicaid Expansion possible for more than 100,000 residents. In Congress, he has continued that work by pushing to lower prescription drug costs and fighting to preserve ACA tax credits because he understands that care people cannot afford is care they cannot access.” (Union Leader, 4/6/26)
Valerie Scarborough, Plymouth: “Congressman Chris Pappas has proven he will not let up the fight for Granite State veterans. A member of the House Veterans’ Affairs Committee, he fights to hold the VA accountable for mismanagement, including recent errors that placed thousands of veterans’ homes at risk of foreclosure. He worked to pass the PACT Act, expanded access to care, and continues to push for improvements here in New Hampshire.” (Union Leader, 11/12/25)
Matt McLaughlin, Bedford: “On the House Veterans’ Affairs Committee, Chris Pappas has been pushing the VA to improve care for veterans. He is leading the fight to build the first VA hospital in New Hampshire, to reduce the backlogs of veterans waiting for health care and to get benefits for veterans exposed to toxic substances. He’s also working to expand access to affordable housing for veterans and their families, bolster mental health services, and protect veterans’ access to reproductive health care. Chris Pappas has always put veterans first in Congress. He’ll do the same in the Senate, which is why my family and I are proud to support him.” (Union Leader, 11/4/25)
Taking on Rising Grocery Costs
Right now New Hampshire families are being squeezed by unprecedented price tags at grocery stores across the state. Chris Pappas is fighting to lower grocery costs by taking on corporate price gouging and opposing Trump’s reckless tariffs that act as a tax on working families. He supports rolling back harmful new tariffs on food and everyday essentials, cracking down on AI-driven price discrimination, and protecting the nutrition assistance programs that thousands of working Granite Staters rely on. Pappas believes no family should struggle to afford groceries while big corporations rake in record profits. Read Chris’s full plan to lower grocery costs.
What Granite Staters Are Saying
Alderman Rick Dowd, Nashua: “Granite Staters deserve representation in Washington that understands how these rising costs hit consumers and small businesses first and hardest. That’s why I’m proud to support Chris Pappas for U.S. Senate. Pappas recently unveiled his plan to tackle the affordability crisis, lower costs, and cut taxes for New Hampshire families. He has also cosponsored the No Tariffs on Groceries Act, which would roll back tariffs on food items and help bring down prices for shoppers while supporting the independent grocers our communities rely on.” (Nashua Ink Link, 4/5/26)
Expanding Access to Affordable Child Care
As working New Hampshire parents face spiking child care costs and limited enrollment options, Chris Pappas is fighting to put money back in Granite State families’ pockets and expand access to affordable care. Chris supports strengthening the Child Tax Credit, helping child care providers expand services and hours, and investing in providers and workers to address shortages and long waitlists. Chris is also pushing back against Trump’s tariffs and corporate price gouging that are driving up the cost of everyday essentials like baby formula, car seats, and children’s clothing. What Granite Staters Are Saying
Former State Representative Manny Espitia, Nashua: “Chris is running to be a fighter for families like mine in Washington when out-of-touch politicians try to make life harder. He’s a Granite Stater through and through — born and raised in Manchester, working in his family’s restaurant, and attending public schools. He understands what it means to grow up in a working family here, and what it takes to build a life in New Hampshire today.” (Nashua Ink Link, 5/29/26)
Tackling the Affordable Housing Crisis
New Hampshire is facing a housing crisis — average home prices are skyrocketing, housing construction is stalling, working families are being priced out of rental units, and homeownership feels out of reach for many Granite Staters. Chris is fighting to tackle the housing affordability crisis by taking on Wall Street firms that are driving up costs, cutting red tape to build more housing, supporting first-time homebuyers, and working to make homeownership attainable for hardworking families again.
